Fuel Tank problem

I am helping someone change the fuel filter on 2002 Road King that has about 65,000 miles on it. The inside of the fuel tank is peeling all over. It appears as though the paint is bubbling and possibly some has come off already. My concern is, if too much comes off, it could easily plug the intake screen. This would be terrible. I need some advice on what I can do to clean it. Are there any products on the market that I can use?
Look for a product called Kreem. It has three chemicals. The first rinse is a cleaner. The second is an etcher. The third is a coating. It will seal anything in the tank from getting in the gas. Could be done in a weekend. Word of caution, don't use a fuel additive after this. No octane booster etc.
